From everything I have heard they have no money whatsoever available to buy new players and issues with paying salaries as well.
And they certainly going to need a couple new players if they want to qualify for UCL. You aint qualifiying with freaking Umut Bulut as your "top striker" even in the Süper Lig.

Everything is possible in Turkey because the balance of power between the big teams can change very quickly. In the past they have won the league in years where they have had no money and terrible teams made up of mostly Turkish players. They used to accuse Fenerbahce of foreigner worship, star chasing, and having no Turkish spirit in those years, but as soon as they had the chance they signed Sneijder and Drogba and ended up getting banned.
Of course our President and fans do very hypocritical things as well so it goes both ways.
To really answer your question, if they can sell Muslera, Sneijder, and Podolski for Chinese prices, they can build a team good enough to win the league with players that are good fits to be successful in Turkey using just like half of the money. It's unlikely but possible.
