Hell, Miami retired 23 for respect of Jordan for some weird reason. There really is no abiding rule when it comes to this, it's just more or less understood in the way of tradition.

Heisenberg hit the nail on the head, it's a way to draw up emotion and crowds. That's literally it.

People forget that the NBA is strictly a money making business and effectively a consumable good.

If I had a number to choose, it would be some high obscure number like 92 or 67 which nobody else would ever want. Every player seems to want low or single digit numbers.

Probably just speaks to how superstitious professional athletes seem to be. A lot of them seem to have a "lucky" number.
