Let them wear whatever number they want. Throw up another banner with their name and the same number if they turn into something. I think the only numbers that should be restricted are ones that the league as a whole decides to retire. Which they should really do with 23.
Hell, Miami retired 23 for respect of Jordan for some weird reason. There really is no abiding rule when it comes to this, it's just more or less understood in the way of tradition.
