The main problem with the Suns is they really have no foundation. There are only random pieces that are unproven. Let's hypothetically say they acquire a superstar. Then what? They still have to build a team around him. It is not like they have a situation where there is already a team in place that is one or two pieces away from title contention. They have questions marks virtually everywhere besides shooting guard.
A perfect example to compare it to is the Diamondbacks when they traded for Shelby Miller. They already had a foundation in place, signed Zack Greinke, and then traded for Miller who was an all star. So after trading for Miller, on paper the team had five all stars in Goldschmidt, Pollock, Greinke, Corbin, and Miller. Now multiple negative things have happened since the trade including Pollock getting hurt, Goldschmidt playing poorly, Greinke not playing well, Corbin being inconsistent, and Miller playing awful. And the team gave up a huge package for Miller. They gave up the first pick in the draft, an excellent outfielder, and the number two pitching prospect in the organization at the time of the trade. It does not look like a good trade right now but that could eventually turn around if the team plays up to its capabilities and possibly wins a world series title.
The point is that without the foundation in place, the Diamondbacks never trade that huge package away for Miller. That is what the Suns would be doing if they trade a massive package for a star. If they trade a top 5 pick, Warren and/or Len, plus other assets for one star, they would be losing so much and the guy coming back would be coming back to a bare team. They would still not be close to winning a title. And unlike in baseball where there is no salary cap and usually several awesome players available every free agency, there are very limited options in basketball. Who else do they get? One star alone and a rookie like Booker is a good starting point but not really a foundation. You still need so much more. So after analyzing the situation, I am more inclined to keep the pick and build through the draft because trading away a huge package for just one guy when you do not have a team ready could be a huge mistake.
