Keep the same odds for all 14 picks (so the 14th team still has incredibly low odds but more chances to move up). I don't see a reason why they wouldn't do this. As a Bulls fan I'd be a lot more interested in watching this show if all 14 spots were up for grabs. As it is, I don't think I'll go out of my way to watch.
Because in the scenarios where a legitimately horrible team drops below a team that just missed the playoffs, owners aren't going to be happy.
I think the current system is fair. Maybe there should be a rule against consecutive lottery wins (to prevent repeat winners like Cleveland and Orlando from years back), but that's about it.
I don't know if I buy that. They have been talking about all sorts of lottery reform, and this idea is pretty conservative compared to the other ideas that have gained traction.
Again, if its still weighted as heavily as I suggested, the chances of Philly dropping very far is slim to none. And the times that a good team goes ahead of a legit bad team will be few and far enough in between to cause much of an uproar. Where this proposal becomes interesting is when you start getting to like the 8th or 9th pick, and teams like the Bulls have a chance to jump up a few spots.
