Interesting possibility, but I doubt it, simply because it makes their own job messier. Suppose Penn State wins the Big Ten: if Ohio State winds up at #4 and Penn State lands at #5, the committee is gonna face extra scrutiny for putting OSU over a conference champ who beat them. A bigger gap gives them a cleaner out: the conference championship + head-to-head didn't come into the discussion.
Perhaps, but regardless of what they do OSU being in if PSU wins is going to face massive criticism, no matter the spot. I hear it everyday, "OSU can't won their conference they do not deserve to be there." I see your point though but counter it with this. The committee is going to face outrage from fans from Wash, who just killed a 8th ranked team for their conference title, who feels they should at least jump OSU.... they will feel punished by having to face Bama at #4. Same with Clemson fans if they dropped to #4.
Regardless, if OSU is in, there will be plenty of critics of the move. Obviously I am biased, but I also agree with the committee assessment on it not being about the 4 conference winners as it is the year in a whole, overall sos, resume, perception of team talent. The goal is to get the best 4 in, and a conference title doesn't necessarily make one the best 4.
