Nba always had a smell of $ over sport, had smell about fixed drafts, if refs time per time gamble $). And if this draft could bring back old good competetive Lakers it will be done at any cause.

You are terribly misinformed about how the lottery draw works if you believe it is fixed. Watch NBA lottery draw videos which are readily available on youtube and elsewhere.
In short, the media and a representative from each of the teams is in the room when the drawing takes places. Each representative has sheets of papers which show which team gets which combinations. If they want to check that they are getting the right number of lottery combinations, they can do so before the drawing takes place.
The balls are placed into the drawing machine, each individually so you can see that each number is present. As each ball is pulled from the drawing machine, the team representatives can crossreference that ball with the list to see if they have a matching combination.
In the videos, you can see the team representative celebrating as soon as the fourth ball is drawn (and before the presenter announces the winner) since they have the combination on paper in front of them.
The drawing cannot be fixed and it is silly to think that it can. If it was fixed, the representative with the winning combination would be jumping up and down with the paper in hand and saying his team was cheated. If it was fixed, members of the media who are present would also notice. The reason to have the media and team representatives present is to stop these silly conspiracy theories.
Every effort is taken to make sure the drawing is fair and transparent.
