Ultimately it depends on his defense. If he can start putting in solid effort on that end of the floor like Towns began to this season, it is much higher as an overall player. He's shown glimpses of being a pretty capable defender.
As far as offense/shooting goes, with the way he's taken a jump this season, and his current age, younger than guys like Donovan Mitchell and Ben Simmons, I won't put a cap on what his ceiling can be. I wasn't sure after last year, but the jump in efficiency this year is extremely impressive.
He has shown to be a capable play maker, though his ast/to ratio isn't great. I do think it would be better if he had better teammates though. The Suns have been a very poor shooting team as of late and he often would/will set up guys well only for them to clank shots, which of course, happens with everyone, but I feel it probably is amplified a bit by playing with his current extremely young roster.

His ceiling? Efficient upper 20 point game scorer with mediocre but acceptable defense if placed on a good defensive team, Who has the ability to average 5 assists a game simply due to the attention he gets as a scorer.
So basically, a slightly better scoring version of current Derozan with a better 3 point shot.
Kid is one of the most talented scoring prospects I've seen in a long time. I see Klay comparisons alot, but while he will never be the defender that Klay is, and being as good of a shooter as Klay is probably his shooting ceiling, he's definitely more fluid and versitle off the dribble than Klay is. Klay isn't someone who can't make plays off the dribble...he has a solid floater/pullup/midrange game, he can make shots off the dribble, and he can attack the basket, but I think Booker is already a step ahead of him in terms of attacking the basket and different ways of scoring rather than just shooting.

RIght now they are world's apart. Booker wouldn't be in the same hemisphere as Kemba Walker who is a top ~25 player in the league.
There's not a ton of context so I'll just say for the next 4 years since that's a decent estimate of contract length I'd take Kemba. His knees are deteriorating and Kemba is a player who depends a lot of athleticism so I'll concede it's possible that Booker could be the better player in 4-5 years. But Kemba has such a stranglehold over the next 2-3 that banking those Kemba years now just makes a lot more sense.
Kemba is easily the better offensive AND defensive player.

Ina traditional SG starved league, he's obviously going to be one of the top guys for a long time. But I'm not sure he has shown the all around stuff to be a true franchise player. Great scorer getting more dangerous all the time, but we have to see about the rest of the stuff.
