Monk literally was pulled from the lineup for showing no effort on defense. When asked about it his excuse was the game is fast and veteran players know where to be. So yeah, not exactly a gym rat.
So far Monk has shown he is the exact player his detractors said he would be, and now half of his team’s front office thinks he is a bust. He is the Hornets Rashad Vaughn. Did Vaughn have more value than Wilson his rookie year as well? No. Nonsense to believe he’d fetch anything more.
And Larry Drew told Giannis he wasn't working hard enough. Monk is bad at defense. He's undersized @ 6'2/6'3, is under 200 lbs and was already a bad defender in college (not only due to his physical limitations). Him struggling to defend NBA wings isn't anything special. He probably will never be a plus defender, but the best way to hide him is playing him at a position where he isn't physically outmatched. Btw, what you are mentioning as his 'excuse' is actually a quote from him unrelated to the issue BEFORE the season started (10-05):
Monk says the biggest challenge so far has been the speed of the game, playing defense – as in split-second decisions.
“The speed of the game and everybody is smarter; they know where the open spots are because they’ve been playing a lot longer” than him, Monk said.
Monk has also been figuring out his best scoring opportunities against NBA defenses.

Yes, Monk is supposed to be a gym-rat. When coming out of HS, his jumper was one of his major weaknesses. He's worked on it relentlessly and made it his major calling card. That he's also an elite athlete both in terms of speed and verticallity is now just a side benefit.
