I like the voluntary morning weigh in -> ceremonial one later which you're exempt from if you made the first one -> 10% lost from take home pay for each lb over up to 6, and above the fight is automatically cancelled. Nothing is ever going to be perfect, but I think that would make positive changes.
The NCAA wrestling system can't happen because the organization structure isn't there, but I don't see how it would cause alot of cancellations (maybe after some adjustments), it's to the point now where 5 pounds is considered a large cut for a wrestler. It'd be better for fighter health (and they'd still be fighting guys their size), better for promotions (much less weigh in hassle, no chance of bad publicity from someone dying - which will probably happen if something major isn't done), better for fans as fights should be more energetic without big cuts, literally better for everyone...
As for things that could happen I'm very much for the penalty applying to the win bonus, as well as any other bonus. Not sure about the escalating penalty - but definitely for some sort of automatic cut-off. But I don't think that it really solves the underlying issue, for me it's not just fighters missing weight (such rules might help with the few fighters who miss weight because there's no real consequence for doing so), but all the fighters who cut too much weight even if they never miss. For instance, RDA never missed weight but he nearly killed himself doing so and it very much hurt his performance in his last two LW fights, but now he's in a weight class where he might have to fight someone significantly larger.
