Assad was/is a dictator, was losing a 3-way civil war, desperate, and had/has Russian backing even if he did use chemical weapons.
The only real deterrent other than moral sensibilities, was Western retaliation.
I'm honestly not even sure where this conversation is going...differentiating murder and bombings from chemical attacks?
The Syrian Army aren't liberators. They're as much terrorists as the insurgents they feign to be fighting against, and their actions create MORE terrorists as young men and women turn against the Syrian government year after year.
