As of right now, the Celtics can't. Maybe the Celtics decide to put their chips on the table to become much more competitive.
I believe Philly/Milwaukee/Toronto all possibly being very good next year and Brooklyn at least looming is kind of a good thing for he Celtics. Celtics need to be woken up a little bit to truly choose a direction. The K Walker move is a win now move but without doing several other moves, it will obviously lead nowhere.

If you go full youth movement, you pay Jaylen next summer, Tatum the one after and you're capped out. You're the Wizards.
Walker is signed for 4 years. You have 2-3 years to become a contender with him, basically. If not, you just stay afloat, which isn't great, and you're banking a ton on Tatum.
But you might as well sign Kemba; we still have assets available for the next star available (KAT?). The Pels have more assets than you but that's it.
The Nets also just proved that you can be an average team and attract free agents vs a tanking one like the Knicks, since your reputation around the league is higher. The Nets, who have basically zero fans, still beat the glitz and glamour franchise because of their "culture". There's clearly value now to being good vs. just tanking.
