It's definitely a SE WI thing, as most of the people I meet who rave about Kringles focus on those you can get in Racine. You can get them elsewhere, too - Lane's Bakery on the South Side of Madison is known for having good Kringles.
But I don't think they're anything special, tbh. They're not on my personal list of favorite desserts. I wouldn't push one away if it was offered, but it's not something I'd go out of my way to get.
There is definitely a huge dose of nostalgia but I also think they are a delicious pastry. I was so excited to see the Racine kringles being sold at Trader Joe's in the East Bay (near Oakland/Berkeley) where I live that I grabbed a few and brought them to work. It's a taste of home from childhood. Helps me remember all those terrible Bucks, Brewers, and Packer teams I grew up with in the 80s.
