I agree that Horford can't be a $27M bench player. The Sixers will never win anything while their 4 highest paid players can't share the court together. That said I would move Horford first due to 1) his age and 2) his lack of spacing. That will require adding some incentives, which will suck.
With their cap space situation and dearth of tradeable assets, the Sixers better pray that one of their low-mid tier picks develops into a reliable starter.
Sixers need Horford this year, not many bigs.
Horford is more productive without Embiid. Hopefully Simmons with a fresh Embiid and then a fresh Horford for most of the game could be very good.
