What has #2 do with anything? Community spreading has been happening in the US for at least 3 weeks now (maybe a bit more).
Community spread has been happening in areas where a significant number of people visited China or Central Europe. It's not significant in many areas. The fact that this person is in Vancouver, which has a large Chinese population that traveled to and from China over the New Year, means that he should be extra careful.
I'm sorry to say but community spread has been happening all over. Cases started trickling in daily ever since March 2nd. We all know that this virus has an incubation period of up to 14 days (with 5 days being the average). The people who exhibited symptoms in March 2nd were probably infected around mid to late February. They had no idea they were infected so they continued on with life as usual and spread it around. That's how this virus generally spreads.
On top of that, we all know that the US is lagging behind when it comes to testing. Heck, we even have our own examples from RealGM posters that are trying to get tested and haven't been able to do so. It is simply very hard to know right now who has it, who hasn't and where they all got it. No extensive testing means that you can't trace its origin all that well either.
