I think the reasoning was that it was based on assist and rebound averages for the most recent NBA season.
And by that measure it's actually a little easier than 40 APG. Probably because there are a lot more low FGA, high rebound guys than there are low FGA, high APG guys.

That can't be right... just looked at the 2019 season. The Bucks led the league with 49.7 RPG and the Warriors with 29.4 APG.
If you factor up the 40 assists to rebounds based on league averages in 2018-19, you get 73.5. I wanted to go higher than 65, tbh. It's a compromise.

By the way, if you calculate it as a percentage difference, what you show about the leaders works relatively too.
29.4/40 = .735
49.7/65 = .764
Which means that even if we're looking at it in terms of league leaders it's slightly easier- lower ratio = harder.
If you thought the APG was overkill, this is actually slightly easier.
I'll say it right here though: I would NOT be on board with doing this for any other stats other than rebounds and assists. Points, steals, blocks make no sense for this. All 3 pointers would do is take trends that are already happening with team building and making them more extreme.
