Not a chance. It means you're prepared to sacrifice a "useful" out or even a completely "non-useful" out (K) rather than believe the player might be able to put the ball in play; which most of the time accomplishes the same thing as a bunt, and often results in a base hit.
Bunting with 2 strikes is not "small ball", it's chicken chit.
If you need to move runners, trust the hitter to hit to the right side or get the bunt down early in the count.
(There might be very few exceptions, including if you are super-fast combined with the fact that the infield has completely misplayed/misshifted you - in which case you are bunting for a base hit and not trying to sacrifice anything).
