Houston gave up multiple of their firsts and multiple pick swaps with okc for Westbrook. Trading harden for 3 nice but fairly average players all under short deals.
Houston would be in such a bad spot, pressure to not lose those players in free agency as well as none of their own picks because of Westbrook trade so bottoming out/ranking isn’t an option.
