To the FO, vets=wins. And the primary goal this year is to win as much as possible to attract free agents next year. Therefore, all the non-vets will have to be benched because development happens by watching other guys play.

The only player above who is even under contract for next year is Randle. Free agents know they won't be playing with Payton, Burks, Bullock, or Noel in 2021. So why would anyone (free agents or the Knicks front office) think that's a selling point regardless of the win total it produces?
Last year's starting lineup:
Elf
RJ
Morris
Randle
Taj
3 out of 5 were on 1 year deals. Free agents knew they wouldn't be playing with Payton, Morris, or Taj in 2020. Yet the FO still ran it out in an attempt to convince free agents to sign here anyways, so I don't see what the difference would be this year
I'm only half serious. We all know opening day lineup will be Elf/RJ/Obi/Randle/Mitch unless Randle gets traded.
