The draft isn't designed to be a reward for performance, and there's no reason why it should be. Ratings, attendance, and success itself are the rewards for good performance for NBA franchises. The draft is about distributing talent in a manner which promotes healthy future competition; giving the best franchises the top young talent doesn't do that.
Assuming for the moment your "kid" here isn't just a prop to make this thread, I'm very impressed with the sophistication of his 7 year old mind but at the same time worried that he's already internalizing the morality of the right-wing regarding performance and distribution. It's an effective mindset to produce a ruthless shark but a very poor one for producing decent human beings who want to promote the common good.

because giving all the top prospects to the winning teams every year ensures that the teams on the bottom have no recourse to get better?

In simplest terms taking the revenue aspect aside, the NBA is a competition and the draft is a vehicle to preserve a level of fairness. Without fairness the competition loses its integrity. 
Even in free markets, competition is regulated to avoid monopolisation, for the betterment of the market itself.

All this reveals is that any system will have tea offs, and those looking for utopia are out of touch with reality. The arguable alternative would be to eliminate the draft and allow players and teams to negotiate their own deals.
So that way the league doesn't have to reward anyone for anything.

with a salary cap in place, that would not necessarily be the case.
if you were rookie zion would you sign for new york or LA for the minimum or for cleveland throwing a 5 year max deal at you before you even played a game?
what i am trying to say is that contending teams usually do not have the cap space to sign big time players. also contending teams probably will probably not feature a rookie as their no.1 guy, but more likely as their 3rd or 4th option.
for a young rookie, how is that beneficial financially or with regards to player development?

For the same reason the kids in his/her class struggling with their math are the ones who get the extra help from the teacher's aide.

Well a good draft pick is not a reward, the championship is the reward.
The draft picks are just a way to help teams that are struggling, just like when your kids struggle with maths you offer them extra maths lessons, but this is not a reward, a reward would be a bike or a new TV in that example.

Your seven year old thinks the kids with the best reading ability should get extra assistance?
Primary school doesn't work that way. If anything, kids are given unrealistically high expectations about how 'fair' the world should be at seven.
This story sounds dubious as stated.

The NBA is a cartel which seeks to maximise the profits in the long run. Giving the worst teams the best chance to improve help maintain some level of parity and competitiveness which is good for the bottom line. Dunno, man, I think what's so strange is an adult human thinking there's one set of rules to apply to every situation everywhere. Always seems to me like that's the childishness of American culture: the attitude and values that help me get through a rough patch at work are the same attitude+values that must apply to me as I parent a grumpy 5 year-old at the mall, and that a NCAA coach must apply to coaching a kid who's failing geography, that members of Congress must use to evaluate EVERY issue, etc.
Not sure why people think that instead of using judgement for everything: look over all the facts and the contexts and figure out what makes the most sense for each situation.
