You still have to line up against NBA quality talent night in and night out and produce. Even if the team isn't great these guys arent out there half assing it. It's their livelihood lol. There's obviously something there with Collin. The question is how much of something is it? The Cavs just don't want to pay to find out because they are scared to put the cart before the horse and they have another guard they don't have to pay for 2 more years. I don't think it's a complete indictment that the Cavs of all organizations are giving up on him... They aren't exactly the crown jewel of development not smarts as a franchise on that end of the spectrum.
Also, with any player so much is about context and surrounding. Look at Kyrie stinking it up in Boston after winning a championship and then kemba doing much better than him - only to suck ass a year later. There are plenty of those examples where a player turns up his efficiency in a new situation and we could get a nice building block (who isn't even inefficient to begin with) for a young and winning team.
What's more to ask?
Kyrie also lost a lot in Cleveland, coincidentally, before LeBron showed up. What would we think about him if LeBron was never born in Akron? Lol
I don't think Sexton will get to that level, but is it really completely out of the question given what he has already individually produced within 3 years? It's worth the gamble IMO.
It is worth the gamble depending on asking price maybe even moreso if we can't get Lillard and/or Kawhi.
