My Apologies for messing up the Quotes.
I believe that they are in order.

Smart, Richardson, Brown, Tatum and Timelord.
Timelord over Horford starting to save Horfords body and give the inside presence / rebounding / shot blocking in the starting unit.
Our 2nd team is set too.
Pritchard, Schroder, Nesmith, ( ??? ) Horford.
I think that our 2nd team needs an enforcer at the 4. We have potentially enough shooting with Pritchard, Nesmith and Horford. We have the slashing / drive to the hoop in Schroder. I think Fernando should be our backup 4, unless we trade for someone. Things are looking bleak on that front though. Fernando is much better defensively and a better rebounder than Parker or G. Will. He brings the energy, defense, inside presence and rebounding that our 2nd team lacks when G. Will or Parker is on the floor. He can be, somewhat, to the 2nd unit, that Timelord brings to the starters. This also balances out the floor spacing and the lineup.
Langford, Parker and Kanter are pretty good for a 3rd team. Just need to trade Edwards, Dunn and G. Will.

Richardson is a great utility knife off the bench and can sub for multiple guys. Plus he's secure with a new contract so he should be cool with it. Winning is the goal now and everyone needs to buy into it. We are much better up and down the roster than last year.

I like Nesmith and think one day he could develop into a good player. But you don't start a 21 yr old kid on a team that has the potential to be a legit top 4 team in the conference - not when you have better options like Smart, Richardson, Schroder.
Smart/Richardson/Schroder should all play 28-31 mins a game.
Nesmith/Pritchard/Langford a.ka. our young kids who are projects who are unproven? 15-20 mins a game.

But I think they'll try to take some defensive burden off the Jays by starting Richardson. Agree with you that Smart, Richardson, and Schroder get starter level minutes. I'd say Smart locked in for at least 30. Schroder and Richardson at least 26, I'd think, but more likely 28ish. Playing Richardson allows the staff to ask Smart and the Jays to work more on the offensive end.
I have to think Pritchard gets closer to 20 minutes. Unless his shooting nosedives. But his consistent mechanics makes that very unlikely. Most attractive is his extended range capabilities to stretch defensive coverage. Nesmith more susceptible.
While the allocated minutes lists aren't perfect with injuries and overtimes effect, the below illustrates the push down that leaves very limited available minutes at the PF or the seemingly more digestable BF (Big Forward):
Smart (20), Schroder (28)
Richardson (20), Smart (10), Pritchard (18)
Brown (24), Richardson (6), Nesmith (18)
Tatum (34), Brown (10), MixNMatch (4)
I see the minutes a bit different. It's going to be a pleasant dilemma on who to play, when all are healthy.
Proposed Rotation, 2021-22:M. Smart (20) --- Schröder (20) -- Pritchard (08)
Richardson (20) - M. Smart (10) - Schröder (10) -- Pritchard (08)
J. Brown (30) ---- Nesmith (18)
J. Tatum (30) ----- G. Will. (10) -- Fernando/Parker (08)
Timelord (20) ---- Horford (20) -- Kanter (08)
