I think Dallas is desperate enough to want Tobi as well. Cuban has to keep Luka happy and winning and they are likely stuck with the Porzingis contract. Adding a bad contract like Tobi might be the only way they can add a good player to their team anytime soon.

Gordon’s contract sucks to take on, but it’s nowhere near as bad as Tobi and his 40+% from 3 would be very helpful
Mavs- Tobi and Shake
Mavs make the desperate move for Tobi for only Powell and Kleber out of their rotation. Also get out of the mistake contract they regret giving to Bullock already.
Houston- Powell, Kleber, Knox, House Jr, a bunch of 2 round picks
Salary dump and culture change. Real value is getting rid of Gordon’s contract and setting them up for cap space in 2 years when Wall, Powell, Kleber, and Augustine will be about $75M combined in expirings.
