These are very basic drills young players do. Try dribble to other end of the court and do layup with least amount of dribbles for example. 4-5 dribbles is normal for high schooler.
 
 I don't know what's the case, if it is NBA/FIBA difference, rules were changed or we were just tought wrong but this makes me shocked. Not saying you're wrong, you are most probably right, just saying I'm stunned that you can do that. 
Similar thing is when guy throws self alley-up off the backboard. When I played as a kid if you didn't hit the rim you were called for a travel. To this day I don't know if our rules were little different or our referees misinterpreted the rules.
