Harden implicitly made the comparison by quoting Harris's FG percentage himself. What he should've said was "Tobias shot 4 for 10 -- hey, not bad -- that means if he continues that he'll make just four fewer shots than me out of every hundred."
The moral of the story: if Harris took as many shots as Harden and played as long, he'd be a top-five scorer in NBA history, too.
